Driving in the Fast Lane

Let's start with a fun one!  My biggest headache when I am on the road is the person who is in the left lane - or fast lane - driving 40 mph.  What's up with that?

I cannot figure out why a person who is driving 40 mph does not realize that there are lanes to their right???

Anyone else have this problem??
